Additional Conditions
With effect from 6 April 2010 the following mandatory conditions will apply: 1. (1) The responsible person shall take all reasonable steps to ensure that staff on relevant premises do not carry out, arrange or participate in any irresponsible promotions in relation to the premises. (2) In this paragraph, an irresponsible promotion means any one or more of the following activities, or substantially similar activities, carried on for the purpose of encouraging the sale or supply of alcohol for consumption on the premises in a manner which carries a significant risk of leading or contributing to crime and disorder, prejudice to public safety, public nuisance, or harm to children: (a) games or other activities which require or encourage, or are designed to require or encourage, individuals to: (i) drink a quantity of alcohol within a time limit (other than to drink alcohol sold or supplied on the premises before the cessation of the period in which the responsible person is authorised to sell or supply alcohol), or (ii) drink as much alcohol as possible (whether within a time limit or otherwise); (b) provision of unlimited or unspecified quantities of alcohol free or for a fixed or discounted fee to the public or to a group defined by a particular characteristic other than any promotion or discount available to an individual in respect of alcohol for consumption at a table meal, as defined in section 159 of the Act); (c) provision of free or discounted alcohol or any other thing as a prize to encourage or reward the purchase and consumption of alcohol over a period of 24 hours or less; (d) provision of free or discounted alcohol in relation to the viewing on the premises of a sporting event, where that provision is dependent on: (i) the outcome of a race, competition or other event or process, or (ii) the likelihood of anything occurring or not occurring; (e) selling or supplying alcohol in association with promotional posters or flyers on, or in the vicinity of, the premises which can reasonably be considered to condone, encourage or glamorise anti-social behaviour or to refer to the effects of drunkenness in any favourable manner. 2. The responsible person shall ensure that no alcohol is dispensed directly by one person into the mouth of another (other than where that other person is unable to drink without assistance by reason of a disability). 3. The responsible person shall ensure that free tap water is provided on request to customers where it is reasonably available. With effect from 1 October 2010 the following mandatory conditions will apply: 4. (1) The premises licence holder or club premises certificate holder shall ensure that an age verification policy applies to the premises in relation to the sale or supply of alcohol. (2) The policy must require individuals who appear to the responsible person to be under 18 years of age (or such older age as may be specified in the policy) to produce on request, before being served alcohol, identification bearing their photograph, date of birth and a holographic mark. 5. The responsible person shall ensure that: (a) where any of the following alcoholic drinks is sold or supplied for consumption on the premises (other than alcoholic drinks sold or supplied having been made up in advance ready for sale or supply in a securely closed container) it is available to customers in the following measures:- (i) beer or cider ½ pint; (ii) gin, rum, vodka or whisky 25ml or 35ml; (iii) still wine in a glass 125ml; and (b) customers are made aware of the availability of these measures.

Door Supervision Each individual employed to carry out a security activity must be licensed by the Security Industry Authority
Supply of alcohol 1) No supply of alcohol may be made under the premises licence: a) at a time when there is no designated premises supervisor in respect of the premises licence; or b) at a time when the designated premises supervisor does not hold a personal licence or his/her personal licence is suspended. 2) Every supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence.

General (1) Each external door opening from the area covered by the Licence to the outside must be kept closed whilst music or any amplified sound is being played/produced. If the external doors are required for the entrance or exit of clients, there must be a lobby to prevent breakout of noise with at lease one set of internal doors and at no time shall both the external and internal doors be open at the same time. No measures whatsoever, whether by pinning back, propping open or other means, are to be taken to keep either set of doors open. (2) Where amplified music (either recorded or live) is being played a tamper-proof sound limiting device must be installed at the premises to ensure non excessive noise. All amplified music (either recorded or live) played on the premises must be subject to the control of the sound limiting device. (3) The holder of the premises licence will ensure that an effective CCTV system is installed on the premises and maintained in good working order at all times with a minimum of 28 days continuous recordings. There must be sufficient cameras able to cope with operating illumination and located to cover all public areas. There shall be sufficient members of trained staff available during the hours of operation to be able to copy/download recordings at the request of the Police or an authorised officer. Crime and Disorder (4) The holder of the premises licence will ensure that: (a) proof of age is required for any sale/supply of alcohol that takes place where there is a suspicion on the part of the person selling or supplying the alcohol that the customer is under 18 years of age; (b) such proof of age conforms to the PASS accreditation system, photo driving licence, student cards and passports. (5) the holder of the premises licence will ensure that no customers take glasses or open bottles from the premises. (6) The holder of the premises licence will ensure that a minimum of 2 door staff wearing hi-viz clothing to be deployed from 21:00 until close on Fridays, Saturdays, New Years Eve, Carnival Day (from 17:00) and any other occasion or event where it is considered necessary to ensure the promotion of the licensing objectives. The Prevention of Public Nuisance (7) The holder of the premises licence will ensure that prominent and clear notices/instructions are displayed at all relevant exit points instructing customers/staff to respect the needs of local residents and not to cause unnecessary noise when they leave the premises. (8) The holder of the premises licence will ensure that public address announcements are made instructing customers / staff not to cause unnecessary noise when they leave the premises. Protection of Children from Harm (9) No person under fourteen shall be in the bar of the licensed premises during the permitted hours unless one of the following applies: (a) He is the child of the holder of the premises licence (b) He resides in the premises, but is not employed there (c) He is in the bar solely for the purpose of passing to or from some part of the premises which is not a bar and to or from which there is no other convenient means of access or egress (d) The bar is in railway refreshment rooms or other premises constructed, fitted and intended to be used bona fide for any purpose to which the holding of the licence is ancillary. In this condition bar includes any place exclusively or mainly used for the consumption of intoxicating liquor. But an area is not a bar when it is usual for it to be, and it is, set apart for the service of table meals and alcohol is only sold or supplied to persons as an ancillary to their table meals. (10) The holder of the premises licence will ensure that: (a) access to the premises for all children under the age of 18 is prohibited after 19:00 hours. (b) access to the premises by unaccompanied children is prohibited at any time.
